Do You Need Planning Permission for a Loft Conversion in London?

One of the first questions on any loft conversion is whether it needs planning permission. For many houses the answer is no, because the work can fall under permitted development rights. But those rights have limits, and London has plenty of properties where they do not apply.

What permitted development usually allows

Permitted development lets certain loft conversions go ahead without a full planning application, provided the work stays within set limits. These commonly include:

  • A cap on the additional roof space created, with a smaller allowance for terraced houses than for detached and semi-detached ones

  • No extension beyond the existing roof slope on the side facing the main road

  • Materials that are similar in appearance to the existing house

  • No balconies, verandas or raised platforms

  • Side-facing windows that are obscure-glazed and non-opening unless they sit well above floor level

When planning permission is more likely

  • Flats and maisonettes, which do not have the same permitted development rights as houses

  • Properties in conservation areas or other designated land, where rights are more restricted

  • Homes covered by an Article 4 direction, which removes some permitted development rights

  • Listed buildings, which need separate listed building consent

  • Designs that go beyond the volume or position limits, such as larger mansard roofs

Getting certainty

If you are relying on permitted development, you can apply to your council for a Lawful Development Certificate. It confirms in writing that the proposed work is lawful, which is useful if you later sell and a buyer's solicitor asks for evidence.

Planning is only one part

Even when no planning permission is needed, a loft conversion still has to meet the Building Regulations. If the work affects a shared wall, the Party Wall etc. Act 1996 may also apply, which means notifying your neighbours.

Our team can look at your property, advise on the likely route and prepare the drawings for the approach that fits. You can read more about our loft conversion service.
